Bristol City Council Street Lighting Installation and Maintenance Contract.

Bristol City Council is planning to procure a contract for the supply, installation and maintenance of street lighting and associated equipment for the city and the proposed contract will secure the exclusivity of in-scope equipment supply and service delivery to the successful supplier. The contract will seek to transition from input-based to output-based within the 6 year Initial Period, with tenders welcomed from both well-established and innovative organisations through the Open procurement process. The new contract will start in July 2016 and we are inviting pioneering approaches to supply chain design and service delivery. The authority understands that best value can only be achieved by designing a contract together with the market; with the supplier working to its strengths and the authority making it clear what is really important to them, both parties are most likely to achieve commercial and operational success. To this end we are inviting prospective tenderers to a Pre-Market Engagement day to be held on Wednesday 6.1.2016 at Ashton Court Estate (BS41 9JN) to share developments in thinking by both the authority and the industry and explore opinions in areas yet to be fully defined by the authority in advance of finalising documentation / details for the procurement process. We recognise that time is short and so we intend to follow a brief presentation (high level outline of the authority's Key Drivers, Contract Themes and opportunities for interaction and discussion) and open forum Question and Answer session with focussed one to one sessions with individual organisations to ensure participation in the day can be maximised. Record of the open and individual Questions and Answer sessions will be recorded, anonymised and published at the time the project is sent out to tender to ensure the procurement is undertaken in a transparent, fair and equal process. These sessions are intended as a discussion only and we do not intend to prepare or receive material relating to individual organisations or topics for discussion. Please consider which of the areas listed below you wish to discuss, and indicate your first 3 choices in your registration for the event. Please note that the duration of individual sessions will necessarily be limited due to the number of participants. We are interested in discussing the following areas in particular: Opportunities for the future business operating model: — Commercial model, cost envelope and equipment replacement; — Incentives and abatements; — Contract form; — Output based performance measurements; — Scope of works (in scope equipment and services); — Developing the concept of output based performance measurement in the initial period; Consortia (if applicable): — Opportunities to operate collaboratively to ensure the authority's aims are met; — Special purpose vehicle delivery; — Constraints and restrictions on developing consortia; Innovation and technology: — Length of contract term and opportunities for innovation; — Return on investment models; Benefit focussed: — Drivers for the authority; — Ensuring best value for money through alignment of authority and contractor objectives; — Social value; — SME engagement; — Sustainability; — (Partnering). To register your interest in attending the Pre-Market Engagement day, please email construction.procurement@bristol.gov.uk before 16:00 Monday 4.1.2016 listing the names, email addresses and job titles of each person attending from your organisation (maximum of 4 people from each organisation), and an indication of your top three preferred areas for discussion. Further details of the day will be emailed to all respondents on Tuesday 5.1.2016.
