Procurement ref.: 8101-IFT-17149 Country: Bulgaria Sector: Nuclear safety Project number: 17149 Funding sources: KIDSF Contract type: Supply and Installation of Plant and Equipment Notice type: Invitation For Tenders Issue date: 16 December 2015 Closing date: 15 April 2016 14:00 Bulgarian Time This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com ) on 3 December 2015. Toplofikacia Sofia EAD, the Employer, intends using grant funds from Kozloduy International Decommissioning Support Fund (KIDSF) and own funds towards the cost of the Project: Upgrade and Modernisation of Sofia District Heating Production and Distribution System. The Employer now invites sealed tenders from contractors for the following contract to be implemented under the Project: • Reconstruction and modernisation of boiler units EK220 t/h No.7 and No.8 at TPP Sofia including the following for each boiler: preparation of technical design, detailed technical design and detailed supply specifications, as well as supply of Plant and Equipment and Installation Services, testing, commissioning and training. To be qualified for the award of contract, tenderers must satisfy the qualification requirements set forth in the Tender Documents. Procurement for the contract to be financed with the proceeds of the KIDSF grant and Employer’s own funds will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and is open to firms from the following eligible countries as of 1 December 2015: the EU Member States, Switzerland and the EBRD countries of operation. All Plant and Equipment, components and design and installation services shall be respectively produced in or supplied from an eligible country. Tender documents may be obtained from the address below upon payment of a non-refundable fee of EUR 200 (VAT excluded): - by bank transfer to the following bank account: MUNICIPAL BANK PLC FINANCIAL CENTRE SOFIA KRASNO SELO 1680 SOFIA 54, Gotse Delchev Blv. IBAN: BG57SOMB91301411253301 BIC: SOMBBGSF or - in cash in its equivalent in BGN at the pay office of Toplofikacia Sofia EAD. Upon request, the documents will be promptly despatched by courier, but no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail. A two stage tender procedure will be adopted and will proceed as follows: (a) the First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents, and a justification therefor, provided always that such deviations do not change the basic objectives of the project. Following evaluation by the Employer of the First Stage tenders, the Employer will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting. The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum. Only qualified tenderers submitting a technically responsive and acceptable First Stage tender will be invited to submit a Second Stage tender. (b) the Second Stage tender will consist of an updated technical tender incorporating all changes required by the Employer as recorded in the Memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the First Stage tender; and the commercial tender. First Stage tenders must be delivered to the address below on or before 15 April, 2016 at 14:00 (local time) at which time they will be opened in the presence of the tenderers’ representatives who wish to attend. All Second Stage tenders must be accompanied by a Tender Security of EUR 270,000 (two hundred and seventy thousand euro) or its equivalent in a convertible currency, and must be delivered to the address below on or before the time and date of the submission deadline specified in the Letter of Invitation to submit Second Stage tenders, at which time they will be opened in the presence of the tenderers’ representatives who wish to attend.
