Company profile ATC-NL is a Dutch independent administrative organization that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. Besides the provision of air traffic services these tasks consist of the provision of CNS services (including the modernization and management of these technical systems), giving aeronautical information, catering for air traffic control training and providing aviation charts and publications. In short, ATC-NL is responsible for the control of air traffic in the Dutch civil airspace as well as parts of the North Sea area and everything related thereto. ATC-NL became operational in 1923 and since 1993 as a so called ‘Independent Administrative Body (ZBO)’. The tower system replacement. Air Traffic Control — The Netherlands (ATC-NL) wishes to replace the air traffic control tower systems. The current tower system is used in the three towers of Schiphol airport, namely the large central tower, tower west and the emergency tower. The basic functionality of the tower system is to support the air traffic controllers in the towers of Schiphol airport in their daily operation. The main capabilities of the basic system are flight data processing and radar data processing. Although the Tower System was constantly improved and extended, the system was not able to keep up with technological advancements and the growth of traffic around Schiphol. Furthermore LVNL has changed its view towards its capability to maintain and develop systems in-house. Therefore it is LVNL's vision that the Tower System should be replaced with a commercial off-the-shelf (COTS) product, through which LVNL can profit from shared knowledge, shared investments and shorter time to implement new functionality. The first major change to the tower system will be the implementation of a system that allows the air traffic controllers to use electronic flight strips (EFS). Purpose market consultation.
