This notice is not an invitation for formal expressions of interest. Scape are issuing this PIN for the purpose of pre-procurement market engagement, by engagement with the market through Market Awareness Events, before the start of a formal procurement process for a Framework for civil engineering and infrastructure works for which a separate Contract Notice will be issued. At the Market Awareness Events Scape will inform the market about their upcoming procurement and provide an opportunity to consult with and receive feedback from potential suppliers. In the formal procurement process to follow, applications will be invited from experienced suppliers of civil engineering and infrastructure work who can provide high quality services using a customer focused approach particularly in the public sector. The works and services will comprise all types of civil and infrastructure and associated mechanical, electrical and services works and may include design and other services as required to design, develop and construct the works. The specific works and services that may be procured under the Framework cannot be clearly defined at this stage, however the nature and types of works that may be required may include those services identified by CPV code on or in connection with any land or property and related asset owned, rented, leased or developed by any of the public sector bodies eligible to use the Framework, or on property or related assets in which any of the public sector bodies may have an interest at the time or prospectively and may include projects in the following sectors amongst others:— education, housing, social care, leisure, libraries, blue light, health and social care, offices, transport, military, farms, recycling and waste centres, industrial and commercial buildings and other public sector operational buildings and establishments. The provider will be expected to work closely, and co-operate with clients, in-house and external design consultants, contractors and other partner providers. All contract performance will be monitored using a comprehensive set of performance indicators. The works value range for individual call off arrangements will be confirmed at the next stage of the procurement process. The Contract Notice will include the estimated total aggregate value during the life of the Framework, however indicative values are given in this PIN Notice. A series of financial tests will be applied to each potential supplier in the formal procurement process which will include a turnover test based on the anticipated value of the Framework. The minimum turnover level for potential suppliers will be confirmed in the Contract Notice, although anticipated values are indicated in Annex B.
