Aid Worker Registration Scheme

This is a prior information notice (PIN) only: publication and a call for competition will be conducted once the scope of work is fully defined and approved. The Foreign Commonwealth and Development Office (FCDO) is looking for a supplier with expertise in technology and human resources in the aid sector to develop and pilot an Aid Worker Registration Scheme. As part of the work FCDO has been doing to tackle sexual exploitation and abuse and sexual harassment (SEAH) in the aid sector, we have been involved in developing three initiatives to strengthen the employment cycle. Aid workers have been able to enter or move around the international aid sector without prospective employers being aware of previous misconduct. The globalised, highly mobile and sometimes chaotic nature of humanitarian and development work presents challenges for organisations and aid workers in obtaining and maintaining robust employment screening. Individuals with a history of misconduct may not be identified as such and could continue to work in the sector, potentially putting others at risk. The initial pilot will run for 12 months with the potential for an extension to scale up the work if it proves successful. During the pilot, the supplier will develop the technical system to deliver the registration scheme and test it with a group of UK-based INGOs and private sector organisations. If the pilot is successful the programme will look to scale up the scheme across the UK and internationally, linking with the existing Misconduct Disclosure Scheme and Project Soteria, and become free or self-financing. The supplier will engage in outreach and marketing of the system to relevant stakeholders and establishing the governance for the scheme. Suppliers may see scope for using an existing technological solution for no, or minimal cost.
