Request for Information (RFI) for Blank Ammunition Replacement System (BARS). The Blank Ammunition Replacement System (“BARS”) is meant to replace the use of current blank ammunition in hand-held weapons completely in training with safer and more cost-efficient solution. Current types of blanks (=balsa-wood bullet with real gun-powder in a real brass casing) has been used to “simulate” the firing of the weapons in combat-training for decades. The BARS-systems are either issued to each of the trainees as a part of their personal equipment (same way as we issue them with personal weapons and “blank firing attachements” nowadays) or selectively by exercise as a part of their equipment (like the actual blank ammunition nowadays). Based on the type of excercise each of the BARS-users are ”loaded” with a desired amount of shots before the exercise begins (for example an amount to last the whole duration of the exercise or some amount each day). The trainees will use the BARS-systems to simulate the firing of their weapons as they use blank ammunition currently. The supply during the exercise will be done by recharging/refilling the BARS-systems at the bases of the troops in the field or by delivering them a set of ”full” BARS-systems like real ammunition supply would be done. After the exercise the BARS-systems would be maintained and gathered to be filled/recharged for the next use or the trainees would be ordered to do that by themselves. The BARS is assumed to consist of: — additional simulation equipment that is fitted inside and/or attached to real weapons or, — weapon replicas that include the simulation equipment. Replicas would look, weight, feel and operate like their real counterparts and, — user manual(s) and, — support and maintenance solution with necessary equipment for the BARS-systems to be ”filled”/”loaded” and maintained in the field and at the barracks.
