Project name: Kostanay Water Country: Kazakhstan Business sector: Municipal and environmental infrastructure Project ID: 8911-IFT-47497 Funding source: EBRD, Government of Kazakhstan (GOK) Type of contract: Supply and Installation of Plant and Equipment Type of notice: Invitation for tenders Issue date: 19.12.2017 Closing date: 6.2.2018 at 14:00 Kostanay (local) time This invitation for tenders follows the General Procurement Notice 8423-GPN-47497 for this project which was published at 6.10.2016 (updated at 16.10.2017) on the web site of the European Bank for Reconstruction and Development — www.ebrd.com State Communal Enterprise “Kostanay Su”, hereinafter referred to as the employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Kostanay Water Project. The employer now invites sealed tenders from contractors for the contract KWP-4 «Modernization of the water treatment plant (WTP)” to be funded from part of the proceeds of the Bank loan and co-financing grant contributions from the Government of Kazakhstan. The project is implemented on the territory of Kostanay City of the Republic of Kazakhstan. This contract includes development of detailed design documents, the supply and installation of equipment for the modernization of the water treatment plant, construction and erection works and related services according to the technical specifications. The estimated completion time under the contract is 456 days. The scope of work includes two lots: — Lot KWP-4-01 «Modernization of the water treatment plant (WTP)», — Lot KWP-4-02 «Reconstruction of 2nd elevation WPS at the WTP». Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following requirements: (a) Experience as a prime contractor in execution of at least 1 successfully completed contract of a nature and complexity comparable to the proposed contract within the last 5 years. (b) The tenderer, partner of JVCA or their sub-contractors shall demonstrate successful experience in design, installation and reconstruction of the water treatment plant and water pumping station of a nature and complexity comparable to the proposed contract. (c) Average annual turnover of the Tenderer as prime contractor (defined as billing for works in progress and completed) over the last 3 years shall be not less than: — 530 000 000 KZT (five hundred thirty million) equivalent for Lot KWP-4-01, — 775 000 000 KZT (seven hundred seventy five million) equivalent for Lot KWP-4-02. (d) The tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial sources sufficient to bear costs associated with the execution of the contract for a period of 3 months, estimated as not less than: — 66 000 000 KZT (sixty six million) equivalent for Lot KWP-4-01, — 97 000 000 KZT (ninety seven million) equivalent for Lot KWP-4-02. Taking into account the tenderer's commitments to other contracts. (e) The tenderer shall submit balance sheets audited or supported by relevant documents issued by tax authorities of the tenderer’s country of origin for the last 5 years to demonstrate the soundness of the tenderer's financial position, showing long-term profitability. (f) The tenderer shall be certified for quality standard ISO 9001 (or equivalent) or shall submit his own quality assurance plan to demonstrate quality assurance activities to be carried out during execution of works under the contract. (g) The tenderer shall be certified for health protection and professional safety standard OHSAS 18001 or equivalent or shall submit his own health and safety assurance plan to demonstrate respective activities to be carried out during execution of works under the contract. (h) The tenderer shall be certified for the environmental standard ISO 14001 or equivalent or shall submit his own environmental action plan to demonstrate respective activities to be carried out during execution of works under the contract. The tender documents are prepared in English with their unofficial Russian translation, and may be obtained free of charge. Upon a written request the tender documents may be collected from the office at the address given below or the documents will be promptly dispatched by e-mail to the address, indicated in the written request, but no liability can be accepted for loss or late delivery. All tenders must be accompanied by a tender security in the amount not less than: — 6 500 000 KZT (six million five hundred thousand) for Lot KWP-4-01, — 10 000 000 KZT (ten million) for Lot KWP-4-02. Or its equivalent in a convertible currency. Tenders must be delivered to the office at the address below on or before or before 14:00 (local time) 6 February 6, 2018, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend. A register of potential tenderers, who have purchased the tender documents, may be inspected at the address below.
