Finnish Defence Forces Logistics Command (FDFLOGCOM) is gathering information on CBRN Analytical Laboratory (CBRN-AL) for a potential procurement. FDFLOGCOM Headquarters together with the Logistics Command Joint Systems Centre (LOGCOMJSC) has decided to issue a Request for Information (RFI) to gather more information in accordance with the enclosed documents. The Recipients of the RFI are invited to share their views and means for a potential procurement and to give a budgetary pricing for the capability. The received information will be used as a basis for the next phases of the program. If the program proceeds to the procurement phase, the next step is to submit the Request for Quotation. Nature of the RFI: FDFLOGCOM is conducting a market consultation by this document, Request for Information (RFI). The RFI is not a contract notice or a Request for Quotation initiating a procurement process. This RFI should not be construed as an obligation on the part of the Finnish Defence Forces to implement any procurement, and the decision on initiating a potential procurement process is made after the market consultation. FDFLOGCOM emphasizes that this RFI is meant as a background material for the program planning only, and nothing in its content can be construed as any obligation whatsoever for FDF, should it be decided that the procurement described in it will be implemented. The content of the potential procurement may thus partly or completely change when the procurement process begins. To ensure equal opportunities for all potential Suppliers participating in this RFI, all contacts, negotiations and meetings related to this RFI and any and all proceedings originating from this RFI will be directly between the Supplier and FDFLOGCOM without any participation of the Supplier’s external agents or other representatives of similar nature either in Finland or in other countries. The Supplier is requested to note that the potential contract is to be signed between the Supplier and FDFLOGCOM only. Purpose of the RFI. The purpose of the RFI is to gather information about container based deployable laboratory systems so that the potential procurement can be implemented as appropriately as possible. With the RFI, FDFLOGCOM seeks to gauge the possible Suppliers as well as their references and ability to manufacture highly sophisticated container based deployable laboratories. This RFI also aims to get understanding of the pricing and delivery time of such systems. System RFI Questions (Annex 1) has been composed to gather this information. Background of the CBRN Analytical Laboratory: The FDF is planning to procure deployable CBRN Analytical Laboratory system. The key design criteria in addition CBRN-analytical capability are: • flexibly conducted transports by road, rails, vessels, and by aircraft (i.e. tactical airlift) • operating capability at temperatures ranging from c. +44°C to -32 °C. • self-sustained for at least three (3) 24-hour periods. • Each laboratory (C, B or RN) can be deployed individually to the operational area based on the needed analytical capability. Concept of Operation (Annex 2) will provide Tenderer understating of the operational requirements of the CBRN-AL. This document also outlines customer procedures for sample processing for each laboratory type. Sample processing descriptions are supported with draft laboratory layout illustrations.
