The Ministry of Justice of the Republic of Serbia (hereinafter referred to as “The Borrower”) has received a loan from the Council of Europe Development Bank (CEB) toward the cost of the project: construction of the new prison facility located in Kragujevac, and intends to apply a portion of the proceeds of this loan to eligible payments under this contract. This contract consists of the following: — the objective of the project is to build a new high security prison facility in Kragujevac in order to replace the existing district prison building which is overcrowded and does not comply with basic living conditions for prisoners, — the new prison facility located in Kragujevac will have total of 22 047,94 m2 gross floor, area (13 695,44 m2 of buildings) which includes all necessary construction, mechanical, electrical and craft works. Total gross area: 22 047,94. — the new prison facility will have a capacity for 400 inmates, — the foreseen construction period will be app. 30 months and works will be implemented as per FIDIC MBD Harmonized Construction Contract General Conditions, — bidding will be conducted through the international competitive bidding procedures specified in the CEB Guidelines for Procurement of supply, works and services, version September 2011 as specified under the loan agreement LD 1768 (2012). It is open to bidders from all countries and in line with the a.m. guidelines. This contract is expected to be implemented from the second quarter of 2019 to the end of the fourth quarter of 2021. The criterion to be used in the tender evaluation is the lowest price of the compliant and technically responsive tender. On request, against a faxed copy of the evidence of the remittance, the bidding documents may be sent by courier service if the transport is previously ordered by the bidder in his country.
