Investing in Forests and Nature

This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved. The FCDO is seeking a supplier to support development of new programming, supporting the FCDO’s objective to work alongside international partners to address the global challenge of climate change. The supplier will support the work of FCDO UK in Indonesia — led by the UK Climate Change Unit (UK CCU), based in the British Embassy, Jakarta — to promote nature-based solutions to climate change, through investment in nature and forests (INAFOR). Indonesia is the world’s fifth largest emitter of greenhouse gases (GHGs). It has the world’s third largest intact rainforests and a third of the world’s tropical peatland forests – where forest fires in peak years emit more than 1GtCO2 — twice the UK’s entire annual emissions. Indonesia is therefore a critical partner to the successful delivery of the Paris Commitment, and the UK’s ambitions for COP26 – as well as wider objectives on the conservation of biodiversity. The main strategic objective from the programme is to support the Government of Indonesia (GoI) to conserve, maintain, restore and reduce deforestation of forests and peatlands. This will help enable the GoI to achieve its high-ambition NDC target and achieve a shared vision of low-carbon growth — supporting communities, businesses and biodiversity. To effectively reduce emissions in this way at scale is a challenge. Our starting point is that the interests of political and private sector actors on deforestation and land degradation are unlikely to be sufficiently affected by state-based governance measures alone due to: (i) lack of capacity and technical expertise to implement existing policies; (ii) insufficient donor resources to fund all the necessary actions; and (iii) strong, mutually re-enforcing political and economic drivers leading to deforestation and land degradation being perceived as more beneficial than the alternative. The scale of resources required to reduce emissions at scale will require new ways to catalyse investment – from the private and public sector. The contractor will support the FCDO in developing a new programme, by scoping the method and scale of interventions required to most effectively deliver results, as well as facilitate the process of designing new and existing programming with GoI ministries – in particular the Ministry of Environment and Forestry (MoEF/KLHK). The contract will strengthen our work on project design and improve how we work with our partners to achieve results and value-for-money. The contract is expected to run for up to one year, with an expectation of key deliverables within the first six months of the contract. It is envisaged that the contract will include an inception phase, followed by delivery against further agreed outputs.
