The Council seeks to appoint a construction framework delivery and management partner pursuant to the Concession Contracts Regulations 2016 (the ‘Concessionaire’) for a 5-year term, to work in partnership with the Council (the ‘Contracting Authority’) to procure, let and manage a construction works ‘Framework’ as defined by and compliant with the Public Contracts Regulations 2015. The intention is that this framework will facilitate the award of the Council’s own projected pipeline of works requirements. The Council intends to make the framework accessible to other North West public sector bodies (definable recognisable classes of Contracting Authority) which are eligible, and grant a concession to the Partner to market and manage the framework in return for a concession fee (whether in the form of rebates or otherwise) to be established under this procurement process. The Council estimates that that the total concession value (5 years) may range between GBP 0-GBP 10 million.
