CP1957-20 Education and Inclusion Services (Learner Services)

Devon County Council (DCC) is considering the options for the future delivery of education and inclusion services currently due to commence after 31 March 2022. Following on from the market engagement event held on 4 November 2020, DCC have undertaken a public consultation on the insourcing of education psychologists, early years and children missing education services https://www.devon.gov.uk/haveyoursay/consultations/education-and-inclusion-services-across-devon-county-council-consultation/ No formal decision has been reached and it has been decided that further exploration of the options available would be beneficial. DCC will be holding a second workshop event to hear from organisations able to deliver any of the elements of the services listed. The aim of this workshop is to carry out further exploration of the viability and sustainability of service delivery models for this area. This will explore a number of scenarios involving different delivery models, with specific focus on how to deliver integrated and seamless services. The work underway by DCC to transform Special Educational Needs and Disability (SEND) services (https://www.devon.gov.uk/educationandfamilies/archives/10372) will also inform the options for delivery of some of the services outlined here. For the avoidance of doubt, this notice is for the purpose of conducting a soft market testing exercise and will not formally begin the procurement or constitute any commitment by DCC to undertake any procurement exercise. The event will take place on Wednesday 13 January 2021 from 10 a.m. We particularly want to hear from organisations who are interested in working with us to deliver any, or all the following services: • education psychology; • early years support and advice; • children missing education (CME); • multi-sensory impairment services (MSI); • physical and sensory support; • behaviour support and social, emotional and mental health; • communication and interaction; • elective home education (EHE); • teaching and learning advisory support; • education welfare service; • school improvement and quality assurance; • governor support and quality assurance; • safeguarding; • ethnic minority and traveller achievement service (EMTAS) and English as an Additional Language (EAL).
