RFI - Request for Information regarding luggage solutions for city buses.

Skyss is preparing new contracts for the Bergen area, which includes the municipalities of Bergen, Osterøy, Os, Austevoll, Askøy, and Øygarden. The route area is currently divided into four contract zones, comprising approximately 600 buses in total. The start of operations for these contracts has not yet been determined but will take place sometime between 2028 and 2032. Skyss is now assessing which vehicle requirements and types are appropriate for the individual routes in these areas. Several considerations are relevant in this process, including the transport of luggage. To be able to set reasonable requirements for vehicle types and any luggage transport provisions, Skyss needs more information about what luggage solutions are feasible for Class I and II buses (low-floor and low-entry). Skyss hopes that the market can provide input and relevant information regarding possible luggage solutions, as well as the practical and financial implications of these solutions. By "luggage," we mean suitcases, backpacks, skis, and bicycles. The assumptions for the questions are as follows: • All buses meet the standard requirements in Bus Nordic 2023. • All buses must have a flexible area of 180 cm, in addition to three fold-down seats with seatbelts.* • All solutions must be self-service for passengers, without driver involvement. Questions: • Is it possible to install overhead luggage racks in the vehicle types mentioned above? o How much luggage can such racks hold (volume and weight)? o What are the weight limitations for the racks? • If a requirement is set that overhead racks must hold one piece of luggage measuring 30x40x20 cm per two seats: o How many seats will the bus have? o What consequences will this have for, e.g., ceiling height? o What additional costs will this entail? • What other luggage solutions exist for safe securing of luggage during travel? o How many seats will the bus have? o What additional costs will these solutions entail? o Will such solutions require any special approval from public authorities? • If you have other suggestions for solutions that do not comply with the assumptions above, we would appreciate your feedback and proposals. • If fold-down seats cannot be offered in combination with the proposed securing equipment, we request feedback on whether these seats must be removed in such cases.
