The municipality of Kopavogur aims to provide a social service center for senior citizens where individuals above a certain age can participate and communicate in social gatherings without regard to social stance, status, health and living arrangement. The goal of the agreement is to ensure that senior citizens have statutory and optional services in a service center where Hrafnista Boðaþingi is operating a retirement home. It is the purpose and aim of Hrafnista Boðaþingi as a private non-profit institution to ensure that senior citizens' quality of life is as good as possible. The accommodation is designed and built with the needs of the elderly in mind so that the service to them will be as good as possible. Hrafnista aims to ensure constant improvements in service to residents and others connected to the household. At Hrafnista, nurses, paramedics and nursing and care staff work around the clock. The goal of nursing at Hrafnista is to provide nursing and care according to the needs of each individual. It is important to empower senior citizens to help themselves and make it easier for them to adapt to changing circumstances. The goal of nursing is to ensure the well-being and safety of household members and to protect their self-image and self-respect. It is also important to strengthen cooperation and support with their families, which contributes to a happy evening of life. With a cooperation between Kópavogsbær and Hrafnista Boðaþingi both parties provide and contribute towards the cooperative performance of the social service to senior citizens. As the implementation of the cooperation, including any financial transfers between the parties, is solely governed by considerations relating to the interests of senior citizens, it is the concluded that requirements in (a) and (b) of paragraph 3 of Article 13 of laws no. 120/2016 on public procurement, and (a) and (b) of paragraph 4 of Article 12 of Directive 2014/24. Furthermore, point (c) of the same Articles has been met, as Kópavogsbær is one of at least 18 municipalites in Iceland that actively provide social service center to senior citizens with or without the cooperation of non-profit institutions such as Hrafnista Boðaþingi. Hrafnista Boðaþingi is one of at least five institutions that operate retirement facilities for senior citizens in need of health care. It is therefore concluded that the two parties perform less than 20% of social service center operations on the market.
