Framework service contract for the maintenance and updating of operational technologies (OT) tools

The purpose of this contract is mainly aimed at covering maintenance, improvement and implementation support of existing tools and techniques used by Nuclear Inspectors of the European Commission. DG ENER.E is responsible for the implementation of EURATOM safeguards as per Chapter VII of the EURATOM Treaty. The Commission’s duties in regard of this mission involve the physical verification of nuclear material by EURATOM inspectors (DG ENER E staff). To perform their tasks, the inspectors are dependent on nuclear measurement systems, many of which are permanently installed in nuclear installations across the EU for automatic measurements and analysis of generated data. Such OT (Operational Technology) applications enable EURATOM Safeguards inspectors to acquire the results of their independent physical verification activities and to verify them against the nuclear operators' declarations. The measurement systems need to be operational at all times. OT networks (such as process monitoring, data acquisition systems, CCTV systems) are a collection of devices designed to work together as an integrated and homogenous system. If one of these systems fails, it can have a significant impact on the ability of nuclear inspectors to draw conclusions from their verification activities. DG ENER.E runs a large number of such unattended, automatic data acquisition systems and surveillance systems in nuclear facilities within the European Union. A data acquisition system is operated via a sensor control platform, it is highly modular; the components of a system include specific sensors (e.g. Neutron Monitors, Gamma detectors, Barcode readers...) which convert physical parameters (neutron and gamma radiation, light intensity, weight, fluid flow) into electrical signals. The sensor control platform allows users to configure maintain and troubleshoot these devices remotely. The system currently supports ~15 sensor modules from various manufacturers. New devices will be added as needed. The data acquisition platform is accompanied by a data analysis system. This data analysis platform allows users to connect to a data repository to review, analyze and to correlate quickly huge amounts of acquired raw data with the help of suitable algorithms. It is able to compare evaluation results to operator's declarations. The review process is technically very complex. It deals with sophisticated mathematical algorithms and advanced physical measuring techniques. The tool uses as well analysis techniques provided by third party suppliers (e.g. SCALE , FRAM , INCC ). In summary, the purpose of the system is to evaluate data collected by the unattended systems and produce human readable reports to summarize the state of individual measurement points. This tool analyses automatically all acquired data, extract events, correlate these events acquired at different instruments into a single "measurement event” applies appropriate algorithm and compares the result with a given declaration from nuclear operators. Nuclear safeguards inspectors devote considerable resources to reviewing surveillance data in nuclear facilities in support of drawing safeguards conclusions. A modern image review tool intends to increase the productivity of inspectors and technical specialists. This software tool offers enhanced motion detection capabilities and interrogation of camera metadata and provides baseline technical analyses. It is built on modern, modular, and widely-used software frameworks, supporting sustainability, maintainability, integration with other analysis platforms (e.g., data review platforms), and future inclusion of advanced algorithms (e.g., machine learning/AI).
