The European Energy Efficiency Financing Coalition (‘Coalition’) was announced in the EU ‘Save Energy’ Communication, as a follow-up activity to the European Energy Efficiency Financing Group (EEFIG), which ceased activities in 2023. The Coalition has the objective of facilitating the mobilisation of private financing for energy efficiency in support of the 2030 and 2050 EU energy and climate objectives. This is in line with the ambition to step up investments in energy efficiency, expressed both in the European Council conclusions of 20-21 October 2022, and 15 December 2022, and the COP28’s pledge to double the global average annual rate of energy efficiency improvements from around 2% to over 4% every year until 2030. The legal basis of this initiative is Article 30(7) of Directive (EU) 2023/1791 on energy efficiency (EED Recast). The aim of the Coalition is to establish a framework for dialogue and action between the European Commission, Member States, and Financial Institutions. The Coalition intends to adopt a market-oriented dynamic towards energy efficiency financing, with the ability to support the development of concrete projects at the national level. The Coalition was launched on the 22 April 2024. This framework contract intends to provide the Commission with support in the management and coordination of the upcoming Coalition activities. This includes assignments in the field of technical, financial, and economic expertise, data collection, communication and organisation of events, and the provision of specific expertise to the Commission in the field of energy efficiency financing, including country specific expertise to support the work of the national hubs. Specific contracts will be signed to cover, for instance, the following services: running the Secretariat of the Coalition, ensuring the communication activities, organise conferences and high-level events, workshops, webinars and other sorts of events, manage and steer specific working groups at European and national level and ensuring their respective deliverables, provide technical input and papers at the request of the European Commission, provide logistical and technical support to work developed at national level.
