Technical Assistance (Support Measures) to the European Union Delegation for Cooperation in Bangladesh

The objective of the contract is to provide on-demand capacity building and technical assistance to strengthen the European Union’s partnership with Bangladesh. The contractor will support the European Union (EU) Delegation in planning, implementing, and reviewing actions under the Multi-annual Indicative Programme (MIP) 2021–2027, and its succeeding instrument, while remaining flexible to respond to emerging needs from political dialogue. Services will cover, e.g., analytical work, project identification and formulation, monitoring and evaluation, training and capacity development, evidence-based studies and training during implementation, and facilitation of (dissemination) workshops, facilitation of policy dialogue, knowledge management, and the organisation of policy-relevant events – linked to cooperation. Activities will primarily focus on Bangladesh, with limited regional cooperation where justified, and will be delivered on an on-call basis under the guidance of the EU Delegation. The action will contribute to Bangladesh’s sustainable development by supporting the EU–Bangladesh cooperation framework and maximising the effectiveness and visibility of EU-funded actions. It will complement EU support across the current MIP priority areas of: • Green and inclusive development, including (but not limited to) climate, energy, environment, and transport; • Human Capital Development including, (but not limited to) TVET, skills, primary education, higher education, social protection, labour rights and decent work agenda, as well as migration; • Inclusive governance, including (but not limited to) public financial management, anti-corruption, civil society support, gender equality, justice, digital transformation, and the Rohingya refugee response, while also addressing cross-cutting issues and specific needs. In doing so, it will promote political dialogue, cooperation, and regional integration, strengthen the use of EU financial instruments such as EFSD+, and enhance coordination with EU Member States and other development actors. Through, e.g., studies, analyses, events, and training, it will also reinforce initiatives such as Team Europe, the EU–Bangladesh Roadmap for Civil Society Engagement, and the EU–Bangladesh Gender Action Plan, thereby fostering participatory approaches and inclusive partnerships.
